Role of Public Sector in Health Care

Public healthcare has services operated by the state and central government. The public services offer free or subsidized charges to families with lower incomes in rural as well as urban locations. The Constitution of India segregates duties related to health between the state and the central governments.

The national government is responsible for technical education and health research, while the state government manages the service delivery, infrastructure and employment. As per the Constitution of India’s 9th schedule, there is an inclusion of concerns of multiple states. It prevents infections from being extended or contagious illnesses among states. The states no doubt have the best autonomy to manage the health systems. The national government has greater control over the health systems of the states.

The Ministry of Health & Family Welfare takes the responsibility to implement several programs on a national level in the areas of prevention and control of transmittable diseases. It also promotes conventional and indigenous medical systems. Besides, the Ministry is also responsible for assisting states to prevent and control the spread of viral disease outbreaks with the help of technical guidance. There is an expenditure incurred directly or through Central Schemes or in the form of grants to statutory bodies, NGOs and more.

There is a family welfare program sponsored centrally and the Ministry will soon implement many World Bank related programs to prevent AIDS, leprosy, Tuberculosis and Malaria. Thus, the State Health Systems Development projects in association with World Bank is underway in many states.
