Discord between state and national policies remains a hurdle in the domain of public health. Hospitals come under the state list, however medical education is controlled by the Centre. Consider a case where a medical college that is also a hospital, becomes accountable to both Center and State machinery making room for ample mismanagement and corruption.
Even when the Centre had imposed a country wide lockdown due to Covid-19, the absence of coordination and preparation at the state level caused various issues. This sparked a debate about whether “public health and sanitation” lies in the jurisdiction of the state or center. Although Public health is categorized in List II, making it a state matter, the public interest is included in the union list; List III.
Therefore, inadequate state incomes, delayed distribution of funds by the Center, and the in fighting among different policymakers results in an overall lack of accountability and poor implementation of healthcare policies.
